Federal City is a public-private mixed-use development located on the former Naval Support Activity (NSA) New Orleans, West Bank property in the Algiers historic district of New Orleans. The development is comprised of 156 acres and offers a mix of administrative, commercial, R&D, residential, and recreational opportunities. The property has approximately 800,000 square feet of existing structures available for adaptive reuse, as well as significant open space for build to suit facilities.
Federal City, when fully developed, is envisioned to consist of over 100,000 square feet of office space, 375,000 square feet of retail, 350,000 square feet of civic and educational buildings, 150 hotel rooms, 1,400 residential units, and will create an estimated 10,000 jobs. The project represents one of the largest redevelopment investments by the State of Louisiana.
Federal City is located in the Algiers District, the only part of New Orleans that is on the Mississippi River's West Bank. It is also directly across from and less than two miles east of the Central Business District (CBD) and French Quarter of New Orleans, along State Highway 90. It has convenient access to major interstate highways, railheads, the Mississippi River, and the international airport.
Algiers Point is connected to the CBD by a ferry and interstate toll free bridge. Public buses run routes both within Algiers and over the Crescent City Connection bridge, connecting Algiers with the CBD. Most land uses in Algiers are residential with some neighborhood retail, commerce, and light industrial uses.
Federal City is located on one of the highest points in New Orleans and is above the 100-year flood plain. Due to the $15 billion of protection features constructed since Hurricane Katrina and the tailored facilities on the Secured Compound, Federal City is one of the most capable places for sustaining operations after a natural or manmade disaster.
Federal City broke ground in September of 2008 when the Department of the Navy and the Algiers Development District (ADD), a special taxing district created by State legislation, signed a 75-year lease in September 2008 for the West Bank property. In December 2010, the President of the United States signed the NSA West Bank Fee Simple legislation. This legislation envisioned the conveyance of the West Bank property to ADD, with the exception of the 30-acre Secured Compound. The Federal City Fee Simple transfer to ADD took place in May 2013.
ADD is a political subdivision of the State of Louisiana empowered to undertake redevelopment using State resources, bond revenues, and tax increment financing (TIF) for property taxes authorized by the City of New Orleans. ADD was also designated as the local redevelopment authority for Base Realignment and Closure (BRAC) realignment purposes. Subsequently, ADD and New Orleans Federal Alliance (NOFA), a not-for-profit 501(c)3 organization, created the Joint Development Committee (JDC) to oversee the project. ADD, NOFA, and JDC are fully committed to the overall redevelopment of Federal City. In addition to the $150 million committed to the development of Federal City, ADD, the City, and the State have made significant investments in the infrastructure, including new streets and facilities.

There are over 75,000 students enrolled in the region’s 29 two-and four-year institutions, which continue to provide a growing educated workforce for our regional businesses. A variety of large oil and gas companies, government organizations, and a large business community provide a significant pool of highly trained IT workers in the region.Neighboring Delgado Community College provides work force training that can be tailored to specific needs to keep workers current in their fields or to upgrade their skills.
